Is it time to build new institutions or try to renovate the old ones? We have limited time and resources in our own individual capacities and wasting time on goals that will never materialize is not a good use of that time. Should we build an arc to get ready for the flood – building an arc for a flood is an offensive strategy that allows the bad ideas to destroy themselves – and ride out the storm, or should we start stacking sandbags – stacking sandbags is a defensive strategy implying the creation of a stronghold within existing institutions instead of abandoning them – and keep the flood waters out?
